What is the new offside rule

The new offside rule that FIFA is considering implementing is proposed by Arsène Wenger. The main change is as follows:

Traditional Rule: A player is judged offside if, when the ball is played, any part of their body (excluding the arms up to the bottom of the armpit) is closer to the opponent's goal line than both the ball and the second-last opponent.

New Rule: Only when the attacking player's entire body is beyond the second-last defending player will it be judged as offside. That is to say, if the attacking player receiving the ball has any part of their body, such as the heel, overlapping with the second-last defending player, it will not be considered offside. 

If the new rule is passed, it will be piloted in lower leagues and amateur leagues starting this summer.
